In October 1993 , a filter making department under Saigon Cigarette Factory was transferred to the factory to enable the manufacture of filter rods, and by Decision #1992-QD/TCCB the Package Printing & Tobacco Materials Factory was officially established as an independent cost accounting enterprise having its own seal and account under Vietnam National Tobacco Corporation. On October 4, 2002 the factory was moved to a new location in cat lai Industrial Park in the vicinity of Ho Chi Minh City.

On November 13, 2003, Ministry of Industry issued Decision # 184/2003/QD-BCN to convert the Package Printing & Tobacco Materials Factory to CAT LOI JOINT STOCK COMPANY (CLC) with a legal capital of VND50 bln , allowed to :

Main Products :
- Cigarette blanks, cartons, cases, filter rods, tipping paper, aluminium foil. These products are manufactured using advanced machinery and equipment.
3.Direction for future development :
When there is market demand and if capable, the Company would buy more machinery to meet increasing quantity and quality requirements.
